PRESENT: Stuart Ohr, Ryan Holmes, Laurie Musselman, Rebecca Haugen, Brian Gudknecht, Josh Schafer, and Jim Kittelson

ABSENT: None

ALSO PRESENT: Michael Boulton

Brian Gudknecht called the meeting to order at 6:10 p.m.

Pledge of Allegiance followed.

ADOPT AGENDA: Kittelson motioned, seconded by Ohr to adopt. Approved 7-0-0.

CONSENT AGENDA: Schaefer motioned, seconded by Musselman to approve. Approved 7-0-0.

NEW BUSINESS:

Resolution 22-04 – Approving Execution of a Wanamingo Medical Center Lease Agreement with Heidi Smith.  Kittelson moved to approve, seconded by Holmes.  Administrator Boulton stated that he and Heidi Smith had worked out details to rent the back suite at the Medical Center.  The details include an initial three-month lease (month to month to follow) for $0.60/square foot ($464.40) per month, plus the share of utilities/snow removal (.1459%), and any County personal property tax as part of the lease for the space (goes off the lease price and determined by Goodhue County).  The lease also includes an addendum for Smith to lease the meeting room area of the adjacent vacant conference room/storage suite for the building share of utilities (0.2501%).  This would be utilized for group sessions and overflow.  There would be no offices in this suite.  The EDA would have a 30-day option to cancel this addendum if another party wished to lease the space.  The lease agreement and addendum have been drafted by Kennedy & Graven.  Boulton stated that a separate agreement was made on painting that included Smith paying for the paint and City staff painting the walls.  Boulton thanked Mayor Holmes for steering Heidi Smith toward leasing the space.  Gudknecht asked what Heidi Smith’s business would be.  Boulton stated that the lease was for a Christian grief counseling center.  Schaefer asked if Smith would be making updates to the front sign.  Boulton stated that Smith had intentions to update the front sign with her business name/logo.  Passed 7-0-0.

OLD BUSINESS:

Administrator Boulton brought up the remaining Medical Center vacant suites for discussion.  He requested EDA Board members to send any interested parties to him to discuss possible lease options.  Boulton stated that this agenda item will continue to appear each month for general discussion.  Holmes asked if and when Olmsted Medical Center (OMC) would be opening the clinic back up.  Ohr stated that there had been a notice in the newspaper that OMC would be opening back up soon.  Boulton said the staffing issues were still delaying OMC from opening back up the Wanamingo Clinic.

Administrator Boulton provided a professionally designed handout of the proposed Wanamingo tiny home project that the EDA had started with Barney Nesseth.  The tiny home handout was put together by CEDA on behalf of the Goodhue County EDA.  The Goodhue County EDA is interested in all development of housing, including tiny homes.  Boulton has spoken with County Administrator Scott Arneson and CEDA President Ron Zeigler about the EDA/City stalled project between the EDA and Barney Nesseth on EDA land.  The steps involved in moving the project forward were shared with CEDA to put together a template for other communities to utilize for future projects.

Boulton stated that the EDA had committed to working with Barney Nesseth through a purchase agreement.  Mr. Nesseth would like to move forward if the construction material costs can come back down in price.  The County does have interested developers looking to build tiny home projects in the County.  Kittelson stated that it was a nice starting point for development to have a handout with detailed information.  Schaefer asked what the terms of the agreement with Nesseth are, including timeframe.  Boulton stated that the purchase agreement did not have an assigned closing date for $30,700 sale.  The EDA has the ability to provide 15 days’ notice to Mr. Nesseth to complete the transaction or the agreement become void.  Musselman stated that Wanamingo needs more houses, including tiny houses.  At times this past year there have been no houses on the market within the City of Wanamingo.

There being no further business Kittelson made a motion seconded by Schaefer to adjourn the EDA meeting at 6:25 p.m.  Approved 7-0-0.
